Students at Risk Programme for students fleeing the war in Ukraine
– subprogramme of the Stipendium Hungaricum Scholarship Programme –
The Students at Risk Subprogramme is an addition to the Stipendium Hungaricum Scholarship Programme and is supervised by the Ministry of Foreign Affairs and Trade and managed by the Tempus Public Foundation. Its goal is to provide assistance to students and doctoral candidates whose studies or research are interrupted because of war, catastrophe, prosecution etc. For students fleeing the war in Ukraine, the subprogramme provides higher education scholarships supporting the students in continuing their studies that they started in Ukraine or starting their higher education studies and earning a bachelor’s, master’s or doctoral degree in Hungary.
The Calls for Applications are now open for students fleeing the war in Ukraine. All applications shall be submitted through the online application system of Tempus Public Foundation until the application deadline.
APPLICATION FOR STUDIES FROM ACADEMIC YEAR 2022/23
For international students with third-country citizenship the application period for Academic Year 2022/23 ended on 30 April 2022.
For Ukrainian citizens the application deadline for Academic Year 2022/23 was extended until 31 July 2022 – 23:59 CET. Following 31 July 2022,
Ukrainian citizens are still able to apply for studies in Academic Year 2022/23 within the framework of a new Call for Applications. The new Call for Applications can be accessed here.
The application system is already open. All applications shall be submitted through the online application system of Tempus Public Foundation. The online application system can be accessed at https://apply.stipendiumhungaricum.hu/.
There are also study programmes which start in Berehove (UA), as off-campus study programmes. They are conducted in cooperation with the Ferenc Rakoczi II. Transcarpathian Hungarian College of Higher Education. The name of these study programmes contains Берегове/Berehove.
For Ukrainian citizens, the application for studies in Hungary starting in Academic Year 2022/23 is continuous even throughout the rest of the summer and Academic Year 2022/23 itself. The accepted applicants will be able to start their studies throughout the academic year, even after the beginning of the academic year. The purpose of the new Call for Applications is to help those Ukrainian citizens who wish to start their academic studies in Hungary in Academic Year 2022/23 but have missed the previous application opportunity for any reason.
The Students at Risk Subprogramme supports full-time higher education studies leading to a degree. The host universities will enrol the scholarship holders as partial study students (first phase) at the start of their scholarship studies. At the end of the first phase, the host institutions will evaluate if the scholarship holders can be admitted to a full degree programme leading to a degree (second phase) and continue their studies.
The only exception when applicants can apply for a full degree programme is when the study programmes start in the Spring Semester (“keresztfélév”), instead of Autumn. In this case, scholarship holders can start their full degree studies without a partial study phase.
Eligibility
The Students at Risk Programme is available for students who had a student status at any recognised higher education institution in Ukraine on 24 February 2022 and fled to Hungary because of the war in Ukraine. There are two different Calls for Applications announced:
• one for Ukrainian citizens (including dual citizenship, except for Ukrainian-Hungarian dual citizens), and
• one for international students with third-country citizenship from – currently 81 – countries listed in the Call for Application; from the partner countries of the Stipendium Hungaricum Scholarship Programme.
Provisions
The scholarship holders starting their studies in Academic Year 2022/23 are entitled to a tuition-free education, a monthly stipend (HUF 43,700 at non-degree, bachelor’s, master’s and one-tier master’s level and HUF 140,000/180,000 at doctoral level), accommodation contribution or free dormitory place, and medical insurance.
Study fields, study programmes and host universities
Applicants with Ukrainian citizenship can choose any study field and study programme offered in the Stipendium Hungaricum Scholarship Programme. Applicants with third-country citizenship can select study programmes offered in the Stipendium Hungaricum Programme in the field of Economic Science, Engineering Science, Computer Science and Information Technology, Natural Science, Agricultural Science and Medical and Health Science and they are eligible to apply for the Conductive Education study programme as well. Similarly, the applicants can apply to study at those Hungarian higher education institutions that are involved in the Stipendium Hungaricum Programme.

Submitting the application
All applications shall be submitted through the online application system of Tempus Public Foundation until the application. The online application system can be accessed at https://apply.stipendiumhungaricum.hu/. The evaluation of the applications will be continuous. This means that places will be filled on a first come, first served basis! We strongly suggest submitting the application as soon as possible.
